Section I: Introduction

1.Purpose of the Paper

The purpose of documenting the CNGO model is to contribute to the knowledge base on capacity building and gender mainstreaming. The Model should be used as a reference document or road map to be adapted and built upon. In this way, while CNGO as a project is completed, continuing use of the Model contributes to the sustainability of the project results.

This Model is intended for use by I/NGOs and donors supporting gender integrated capacity building of civil society, and by NGOs that either support the capacity building of other organizations or are building their own capacity. It is also a reference document for His Majesty’s Government (HMG/N).Others interested in approaches to promoting gender equality would find it useful.

The Model outlines the inputs / processes that strengthened the participating NGOs (PNGOs) to be Gender Resource Organizations (GRO) and the supportive district and national environments for NGOs and gender mainstreaming. The Model documents the learning process, and the skills and knowledge (capacity) that were strengthened in PNGOs.

CNGO also contributed to strengthening district structures that support NGO – local government collaboration and gender equality. These initiatives are designed to be integrated into the HMG system, through the Ministry of Local Development (MLD) and the Ministry for Women, Children and Social Welfare (MWCSW).

The first section of this paper introduces the CNGO project. The second section outlines the interventions with the PNGOs, while the third and fourth sections discuss the district and national environment interventions. The fifth section outlines sustainability strategies built into project implementation. The last section compiles reports on a number of the project components or information on where to obtain other CNGO project modules/reports.

The Model complements the CNGO Lessons Learned and Outcomes Mapping reports.
