  1. A minimum of 60% of general members of the center should be women.
  2. The representation of women in the Working Committee should be at least 75% and all the office bearers should be women.
  3. While formulating the organisational structure of the center, a conducive environment for women should be created by providing them right and responsibility of decision-making.
  4. There should be a minimum of 60% of women's participation in various committees and sub-committees.
  5. At least 75% of women should participate in regular meetings, and in program implementation, monitoring and evaluation.
  6. All the programs of the organisation should be based on gender concept.
  7. Special priority should be given to women candidates while selecting staff.
  8. At least 60% of women should be recruited while recruiting staff of the organisation.
  9. Women members and women staff should be given maximum opportunity to represent the organisation in various programs.
  10. All the programs conducted by the organisation should be gender responsive.
  11. In the context of becoming well known as a GRO in local, district and national levels, the organisation should build linkages and coordinate with like minded organisations at local, district, national and international levels.
  12. While mobilizing internal resources, at least 75% of the amount should be spent on women development.
  13. The center should conduct its entire program in such a way as to benefit women and men equally.
  14. In order to develop sustainability the center should mobilize skilled women and men available in the center as human resources and expand the market of the same.
  15. The organization should organize social campaigns and programs to minimize orthodox and harmful traditions and enhance the existing thinking to empower women.
  16. All the programs organised by the center should be conducted with active participation of women and men.
  17. The programs to be conducted by the center should result in changes in economic, education, health and social levels and should be based on equality.
  18. All the women and men related to this center should be able to advocate the main theme of the center "Gender development is development of the country".
  19. Various research studies and data collection about the discrimination against women that is prevalent in Nepal should be incorporated in the programs of this center.
  20. All the members affiliated to this center should express their commitment to build an equitable society by bringing changes in economic, education, health and social levels and act accordingly.
  21. Women shall have right of making concrete decision regarding policies and activities of the organisation.
